Paypal (paypal.com.cn) launched in China not so long ago. I recently took a look and signed up.
It appears that email address are synchronised with paypal.com as I cannot use the same email that I registered with paypal.com
Payment in Paypal.com.cn only works within China. Transfer between Paypal.com and PayPal.com.cn is not possible since each doesn’t support the other’s currency. And of course this would be a loophole since China has a restricted currency policy, people are always on the lookout for ways to get money out of the country.
PayPalâs secure global network shows that China user can withdraw fund from Paypal.com by check or to a US account but cannot withdraw fund to local bank acount.
Electronic payment and ecommerce is blooming however it is frustrating for a foreigner to participate due to restrictions at various level.
At the comsumer level, my experience is that it is difficult for a foreginer to buy from a chinese website or vice versa. Many chinese websites’ mode of payment that are local only.
At business level, global e-commerce is vexing test of patience and stamina. As a small business, doing things the "right" way is going no where.
Things are rapidly changing though and Paypal presence just add another chapter to the e-commerce development in China.
